A new foundation and seawall was constructed at the Packer Avenue shipping terminal in Philadelphia. In addition to the construction of the new heavy foundations and seawall, this project also involved rail installations and site work to prepare for the new cargo cranes. Located on the Delaware River, all work on the Cargo Crane Rail Foundation and Seawall was performed in a tidal zone.

Work on this project included large, heavily reinforced concrete foundations, crane rail installations, as well as the installation of utilities and mooring devices. A concrete seawall was also constructed and 500 pipe piles were installed. These piles were driven on both the riverside and the landside of the cofferdam.
